I think it's Muzei, unfortunately. Having the same issue with an NGM Dynamic Racing 2. Switched on/off, that didn't help. Uninstalled both Muzei and its Wikimedia Commons plugin; that worked. :(

Unfortunately I can't tell exactly what string the settings app on the device is trying to request from the app. If I knew, I could add that string :-/

It's not happening in newest Android 4.4.2 on B6000.
