I finally managed to flash Dragonboard with Win10 IoT. If somebody have this issue please do following steps:
- Open command prompt in admin mode
- Go to the location of the DragonBoardUpdateTool (C:\Program Files (x86)\Qualcomm\DragonBoardUpdateTool)
- Run emmcdl.exe -l to find the COM port number of the device
- Run emmcdl.exe -p COM<Port number form step 3> -f mbns\8916\prog_emmc_firehose_8916_ddr.mbn -ffu
