Why do we use lockers? about tuid HOT 4 CLOSED

I don't see an immediate reason why and I can't find one from the git blame/history. Maybe try removing those and see if the tests still pass?

One thing that it may help with is if repo is being populated but moves hasn't been populated yet - but I don't think we do anything that may hit this scenario.

Initially, when we were using the normal database, insertions were guarded with these locks. May be while porting I would not have thought about the ES capabilities. We may need to remove this and see.

BTW, the code has been running on the ETL machines for a week now! I made some changes on another branch for scaling. Expect a PR this week, or next.
