Enough to copy the zipped TED data from it's temp location to the final location.

The call you're saying is in error

base.maybe_download(TED_DATA, data_dir, TED_DATA_URL)

has been tested by Alex, Reuben, and myself, and it's part of the TensorFlow library. So, I'm guessing that the call works and the problem is more with diskspace or permissions or...

@andrenatal I'm going to make this as invalid as you have not been able to reproduce it.

Actually manually downloading ted into data/ worked but is a workaround,
and the error downloading automatically was still happening last time I
tried until give up.
