You can create optimized zone files by hand by deleting the zones/rules you don't want. For example if you just want Europe/London look at the europe.js file:

You can delete all the other objects in the "zones" object. Now look at the rules required for this timezone. You can remove all the rules except GB-Eire and EU because the zone object references them. Ideally, the generate zones task would take a filter parameter.

A potentially better approach would be to generate a mapping zone -> .js so that the data could be loaded on demand. This would be useful in an app that adapts to the user's location.
