start error about budgeting HOT 2 CLOSED

That was one of the updates in Webpack 2 that came after this code was initially created. I just updated the entire app to match the latest Webpack 2 specs

from budgeting.

I managed to get it working by removing the empty extension in webpack.config.js which doesn't seem to have stopped anything from working...
