Sukrat - I believe what you are looking for is "changed date"..

Revised date is largely an internal field, that is used to track when a particular revision was replaced with a newer revision... (and the last revision, which is not replaced yet, has max date set for revised date)..

@Sukrat yes, you can update changed by/date fields using REST APIs, if you have permissions to 'bypass rules' (as these fields are automatically populated by rules during work item update)
