The issues might have been caused by the Windows input method :

However, it's impossible to change the input method's setting to change or disable the shortcut key for switching Chinese/English punctuation marks.

So Windows users, using the default Windows Chinese input method, have to change the shortcut keys for the quick actions in vscode keymap.
