I believe it has to do with the Qualcomm USB driver not being oke. Not using the Qualcomm stuff. I debugged the .bat file it and it runs into error on:
adb reboot bootloader
fastboot devices
If you look at Google Developers documentation with same issues, it looks device driver or debugging through USB is error. I am now on Windows 11, on Windows 10 it works (also with issues). So I might try to upgrade through WSL (Linux) or installing correct device driver. I found one at Qualcomm, but you need to register and have an account over there.
Maybe it is not the driver needed, but it is at least a try.
