[alsa] build failure about vcpkg HOT 4 CLOSED

I would expect something like

vcpkg install ...

from vcpkg.

The issue occurs on Linux. I don't use Linux so I can't provide a direct reproduction recipe. I also only learned about vcpkg's existence a couple days ago and would not know how to use it. All I know is, Tenacity optionally uses vcpkg in its installation process, and it fails on Linux on GitHub Actions when vcpkg is trying to install alsa, with an error message that matches one in the upstream alsa issue I referenced, which they fixed with the commit I referenced. My hope is that this patch could be added to vcpkg.
