Error on nuget.org domain during deployment about storebroker HOT 3 CLOSED

Your key issue is this:

You're having issues accessing https://nuget.org to download the three required assemblies needed for interacting with Azure Storage. I just checked and nuget.org was up for me just fine. Either it's an intermittent issue with nuget.org or an issue from your end accessing that site.

Once you figure that out, I suggest you consider following the additional steps outlined there to cache the three .dll's locally. That will remove your dependency in the future of needing to always be accessing nuget.org to download those packages.
