Enable depcheck about rnx-kit HOT 4 CLOSED

Out of curiosity, what's depcheck? A CLI tool?

It's an npm package that we wrap/invoke. I got it from FURN's build system. @JasonVMo can tell us how/when they used it. Once we get it running and fix the errors, my preference would be to make it part of CI to ensure we keep our dependencies neat/tidy.
