We haven't had a lot of focus put on the 'new instance and setup' space in a while, and I think it's possibly broken, and without tests. Might be an easy fix.

As a more general note, these days GitHub Apps are so solid that I feel like we have a silent assumption that only apps should be used for the most part now. Were you getting a different error in that front?

We have a deployment that happens at https://portal.ospo.dev with this repo to try and make sure the essentials are still functioning but that setup is not using the static config you are using, either.
