I have the same issue. I cannot reproduce the persistency across two sessions on the same device with the samples provided (https://microsoft.github.io/MixedReality-WorldLockingTools-Unity/DocGen/Documentation/HowTos/Samples/RayPins.html). Any ideas on how to get this working?

I solved my issue by changing the XR Plug-in Management in Unity from OpenXR to Windows Mixed Reality since OpenXR is not supported by WLT.

I have tried both OpenXR and Windows Mixed Reality as the XR Plug-in management, and the results were the same; nothing is persisted between sessions.
@oleikea If you don't mind, what were the versions for Unity, Mixed Reality Toolkit, and WLT that you used for your working build?

Have you tried to enable the display of the anchor graph that World Locking Tools provide? In that way you can varify if anchors are being created in the first place. In my case, anchors were not created at all with OpenXR. After switching to Windows Mixed Reality anchors were created and persistence worked.

i found Wrong hardcoded, maybe just outdated。
openXRPersistence = XRGeneralSettings.Instance.Manager.activeLoader.name.StartsWith("Open XR");
you can print "XRGeneralSettings.Instance.Manager.activeLoader.name" and see what it is。in my project it is “OpenXR”.
so i change "Open XR" to "OpenXR" and republish tgz, It's solved
