MessageReceivedAsync will not get called sometimes about botbuilder-v3 HOT 7 CLOSED

1. Has this issue occurred in the US?
2. Is your production environment located in Europe?
3. Is there any information you can provide between when, or how frequently this issue occurs?

----We reproduced the issue in US before but the opportunity to reproduce it is pretty low. I would say 99% we can NOT reproduce it in US. In Europe, it is easy to reproduce especially before 12:00 PM (middle of day) CET time. After middle of day, it hard to reproduce. Before middle of day, 50% or even higher chance to reproduce it.
Is your production environment located in Europe?
----Nope. Our production environment (bot application) sit in East US and West US. We get traffic from all over the world.
Is there any information you can provide between when, or how frequently this issue occurs?
----Before 12:00 PM CET time (middle of day ), it is easy to reproduce. In the afternoon, it looks working fine.

Please share the startup code from Global.asax.cs, if you can. What is this bot using for state storage?
