You can't convert it since it is NOT an app but you can place the ".jar" file manually in the right place if you have root.

Use https://github.com/microg/android_frameworks_mapsv1 or https://github.com/mar-v-in/MapsAPI for apps using legacy maps. MapsAPI is older, but more stable and easier to build and also comes precompiled as a flashable zip.

Is there another, probably simpler way to install and setup this (e.g. using an apk)? I now how to do but I really don't like messing around with recovery images or adb.

It isn't an app, it is a library; so there isn't an apk and there isn't any other way to install it other than place the file in the proper folder.
PS: My microG unofficial installer (an OTA zip) automatically setup GmsCore, Maps API and other microG components.

@ale5000-git: Can it also be done using e.g. Ghost Commander? Or by converting from user to system app by e.g. Link2SD?

Would it be possible to make a (dummy) app that does install this library into the system? E.g. "mapsapiv1 installer"? I guess it would need root.

edit: May be I should explain a bit. The reason why I choosed microG over opengapps was that I didn't had to work with recovery images or adb but could install and setup everything from within my running android system/phone. Except for mapsapiv1... I think the only reason why I gave it a try was because I already had to use adb before in order to debug and figure out mapsapiv1 could be the issue (logcat did not help for errors during apk install - but that's another story).
So I really think there should be another way to install mapsapiv1.
Also listing mapsapiv1 in microG self-check (e.g. as optional) would be very useful. This would have saved me about 3 days of bug solving.
So IMHO it would be very nice if you could reconsider and find another (simpler) way of setting up mapsapiv1 and document it. Downloading via browser and using e.g. Ghost Commander would do the job also. Thanks.

It should be easy to put it on the system if you have adb (with adb root enabled), but it probably still require a restart of Android to make it working (I'm not 100% sure).

Could be created also a shell script that execute adb commands automatically.
