I opened that to solve a more general case of sending any custom instructions to Anchor on-chain programs by implementing an AnchorInstruction protocol on the app-side. I created that PR as draft thinking there may be some conversation/amendments, but I've re-reviewed it today and it looks fine tbh. However, without any input or interest I'm just going to maintain it on my own fork... if people are interested however I'm happy to keep it up to date and get it merged.

@j-h-a I'm really fresh to Solana, so I may be not the right person for asking a feedback. Currently, I'm trying to figure out how to communicate with custom program written by my team mate. Without TransactionInstruction public constructor (including BufferLayout and properties around it included) I see it rather not feasible.

Right now, in my team, we are not using Anchor, but... who knows, maybe we will in the future?

Nevertheless, if your change brings the value and solves problem of lacking a flexibility, I'm in.
But, as I wrote at the beginning: I've just started. Probably it is more a question to @ajamaica .
