You need to enable "mobile tv on" on your tv so the tv listens to magic packets.

I have lg connect apps option enabled, dont see mobile tv option anywhere. I'm on webos2.i can turn off tv fine and mute but cant turn it on via homebridge plugin.it doesnt do anything

Apparently after some googling mobile tv on is avaialble only on old models. I have lb670 so on new ones it's not available...

I have a webos3 tv (from 2016) and it works fine there, I thought on webos2 it should be similar...

Yup, on most models till 2012/13 mobile on option is present and then on all 2016 models. On 2014/15 it's not(with few exceptions). So it's not webos version related but the year when tv was manufactured.
For those who might come to this thread, if you dont have "mobile on tv" option in your settings, there is no way that any of python scripts that are on github will work for you or any node js based scripts like homebridge stuff. The only option is to wake up tv is to use cec-client on raspberry pi which needs to be connected via hmdi to tv. Then via shell console you can wake up tv. To do some other stuff except turning tv off:)
My setup currently is following:
Wake up tv using cec-client from raspberry via command line and then im using homebridge-webos3 on raspberry to mute, change channels, load an app and finally to turn off the tv with it.
This is quite complicated but works:) also, im running kodi on my pi so cec-client already comes with kodi, but keep in mind if you will be turning on tv with cec-client your tv remote wont work with kodi.cec-client lets you to have only one connection at the time.i have bout pi zero gor turning on the tv and my normal pi to use with kodi only and use lg magic mouse controlling it.

Well that is strange. Then it seems like it is not possible to turn on TVs with webos2 or lower...
