I can not reproduce the issue and repoman doesn't complain about missing dependencies...

Can you try and remove DISTUTILS_SINGLE_IMPL=1 on line 7? That would remove the PYTHON_SINGLE_TARGET requirement.

Yeah, alright. It's an error unrelated to the context here. The thing is that I use dantrell-gnome (3.22), which masks the python use flag for gpgme for some reason.

Well, with the new version of torbrowser-launcher, app-crypt/gpgme python is required and not optional. Please fill a bug with the overlay that is masking the python useflag for gpgme.
