[proposal] CI/CD automatically supporting tools about easegress HOT 4 CLOSED

I think GitHub Actions is the best toolchain for open source projects on GitHub. And I'm glad to help to migrate the release process to GitHub Actions too if possible.

All i was concerned with is if the "free" version of github had limits on number of builds and if we would breach it. Beyond that, I think that staying in the github ecosystem for everything possible is really worthwhile for the contributors

The free version of GitHub limits the concurrent workflow runs to about 15 tasks at a time, which is not a problem.

• Code analysis: Using Revive Action, gofmt formatting checking, and sobolevn/misspell-fixer-action.
• Automatically testing: Using go test and codecov/codecov-action(for coverage rate reporting).
• Regression testing: Using Jenkins PR triggered task.
• Dependency checking: Using Dependabot.
• Releasing: Using goreleaser.
