Hmmm... I can't seem to replicate on my Mac. I'm running Chrome Stable v. 30.0.1599.69.
Here's a screenshot with the folder path of my custom.css. The only thing I can think to recommend is to try/check these things:
- Check if there's any
Profile#(Profile1,Profile2etc) folders on the same directory as Default. If there is, you may be loading a different profile that you're not aware of - Your profile may be corrupt. Rename the
Defaultfolder to something else (Default-old). Chrome will recreate a fresh default profile and you can try loading the Custom.css in there. You can then port your old settings to your new profile. Or just re-install all your extensions from the web.

thanks, it was an issue with the path...
somehow i was adding the custom.css file to:
/Library/Application Support/Google/Chrome/Default/User StyleSheets/...
instead of:
/Users/aarontgrogg/Library/Application Support/Google/Chrome/Default/User StyleSheets/...
