Can you post a screen of your issue? Not sure what panel is affected. This is what I see when I inspect a g element. What version of Chrome are you using?

Can't seem to replicate. This is a screenshot from Mac OSX on Chrome Stable v.30.0.1599.69 using styles from Custom-Stable.css.

From your screenshots, it looks like something else is manipulating your devtools styles because the header bar is black.

Can you try loading the css in a fresh profile to eliminate any outside influences?

For reference I tested too on OSX 10.8.5, Chrome Stable 30.0.1599.69 and dont see any problem, tested with a Custom.css from Sep 16 and one downloaded today.
Maybe some flag enabled in chrome://flags/ ?
