I haven't use XP in awhile but the path should generally be:
C://Users/Username/AppData\Local\Google... Data\Default\User StyleSheets/custom.css
Are you running multiple profiles? Each profile has their own stylesheet.

You should see folders called Profile1, Profile2, Profile3 .. etc. There is a User Stylesheets folder in each of them. Pastes the custom.css in each until you find the one updates your profile.
