I'm looking into this. At this time, it appears that https://swsim.testing.stamps.com/swsim/swsimv12.asmx isn't available so I can't test it.

However, I can verify that the production endpoint is still working for me. If you have a valid stamps.com account you can update the endpoint in the config:

config.endpoint       = 'https://swsim.stamps.com/swsim/swsimv12.asmx

I've committed a potential fix, but I'm not positive it addresses the issue since I'm not able to re-produce it reliably. If you continue to get the error message, can you please post a snippet of your code so I can further debug?
