This was intended, but I agree it is wrong, it should not be reversed. Indeed, the concept of windowing is much broader than just signal processing and the common expectation for a software developer or in formal notation would be the other way round.

  • Newer or data is generally on the end/right/bottom/larger-index. Consistent with standard sorting.
  • Same ordering as source when "moving a window over data"

Since Math.NET generally tries to developer expectations I agree we should change the order.

Just for reference, I originally implemented the inverse order for a viewpoint where samples flow from left to right, as e.g. in the following FIR filter graph (makes it a bit easier to reason visually):
