It does have some functionality overlap with the markers-symbolizer in line placement mode, but they both use radically different methods. AGG is used to lay down patterns along lines with the line pattern symbolizer without any control over spacing. Markers has its own spacing code logic. I think an effort should be made to merge them, but would require more research to make sure it is feasible.
