Yep, nice idea. Though maybe these kind of effects should be applied on a per-layer basis?

Probably keep the option to apply it either to layers or the whole map. Each layer having its own RGB channel should allow much more complex / nice effects, but can't say no to simple effects I guess

I never had time for it and it does not look like I will have time for it soon, unless somebody is willing to sponsor the feature.
