You said "prevented from killing" which didn't make any sense :P
Anyway, +1 from me for this. I'd prefer simply not allowing them to observe instead of turning them into a wolf, as thematically it doesn't make sense for a werecrow to suddenly become a werewolf.
Note to whomever fixes this: in addition to checking for this the moment the crow attempts to observe, you need to also un-observe if the last wolf idles out after the crow already observes and then let them know they need to kill someone now.
