It's difficult for me to determine the license, as it's a combination of two data sources that have licenses which I may well be breaking by making this data available. Wikipedia appears to have a ShareAlike 3.0 license which I imagine I am following, while the UN Statistics Site appears to just have the word copyright on their footer. What advice would you have on where this leaves this data?

The content copyright itself is one thing and I wouldn't be utilizing the UN statistics due to this daunting page: https://unstats.un.org/unsd/copyright.htm

However I feel like your code should also be explicit about its license.

I would like to fork it and remove the subregions etc, then utilize your scrubber to keep a local copy of this data for one of my projects (subsequently pull requesting anything I find along the way).

Something like MIT would make me feel comfortable with using this alongside the sharealike data (and a reference back to the wikipedia article).

You can consider the scrubber as MIT, so certainly make use of it for your own projects.
