Are you using Python 3.7? Tensorflow doesn't support 3.7. I had to install 3.6 to get ludwig working on my machine.

Actually I am, but Tensorflow works fine. Ludwig doesn't even install though.

This is pretty weird if you are using Python 3.6. If you have TensorFlow already installed, anc you please try to install all requirement manually before installing ludwig and see if it works? Of you can just remove the tensorflow>=1.12 from the requirements file. Finally, the other thing I can think of is that you may be using an old version of pip and setupttols, could you please try to upgrade them and see if it solves the problem for you?
