It's an interesting use case, but a --no-download flag that applies only to source URLs but not to rocks and rockspecs would be confusing. I just pushed a flag called --only-sources-from, which restricts which URLs can be used. For example:

luarocks build foobar --only-sources-from=luaforge.net

This is plain string matching, so this works:

luarocks build luaposix --only-sources-from=github.com/downloads/rrthomas/

I didn't use patterns to avoid surprises (such as "." having a special meaning).

As a special case (?), this has the same effect as the --no-download flag you suggested:

luarocks build foobar --only-sources-from=""

from luarocks.

As far as I can tell, --only-from already does that for rocks and rockspecs. For example, on an empty tree, run:

luarocks build copas --only-from=http://luarocks.org/repositories/rocks-scm

It fails because luasocket is not available in rocks-scm.
