First things first: MedPy is not made for use in Windows. It might work and mightn't (what a beautiful word!).
I've tried to reproduce your error in a virtual machine and didn't succeed, everything worked. Taking a close look at the error stacks, I've noticed that you report two different kind of error, both of which are unrelated to MedPy itself.
1. Missing module errors
That you can not use
import medpy.itkvtk
is evident, as you don't have ITK bindings installed. The same goes for
medpy.graphcut
, as the min-flow/max-cut graph-cut module most likely won't compile under Windows.
2. Missing DLL errors
All other errors stem from scipy, not from MedPy. Try searching google for
from ._ufuncs import *
ImportError: DLL load failed:
and you'll find many threads about it, like e.g. http://comments.gmane.org/gmane.comp.python.general/741694 .
What exactely causes the error is not completely clear, but mainly it seems to be caused by installing a scipy binary that has been compiled differently than the associated numpy package. Remove numpy and scipy and try the Scipy-Stack (http://www.lfd.uci.edu/~gohlke/pythonlibs/#scipy-stack) bundle.
