Thanks for raising the issue. Carl Burch released his original Logisim under "either version 2 of the License, or (at your option) any later version.". Logisim-evolution currently states it "is free software licensed under GNU General Public License v3." So we are in line with that. Personally, I would have nothing against opening it up for later versions (which currently don't exist). I think that this needs discussion among the main developers.
