There should probably be a place for each plugin's documentation to live, rather than the README

I have a lot of ideas for ways that this could be done and no satisfactory reason to pick one over the other :/

Here's some thoughts:
- There are three classes of plugins. System plugins (help, maybe log?), Default plugins (gif, image, search) and contrib plugins (less used ones like genesis, stock, etc).
- Short of hacking limbo, you should not be able to remove the system plugins. They should always be loaded.
- Default plugins would be overriden if the user passed the
--pluginpath
option - Contrib plugins should require some sort of positive action to add them
- I suspect that the best way to handle adding/removing active plugins would be through a system plugin?
