Are you launching the game from Steam or from Vortex?
OBSE requires that you launch it from Steam:
- C:<steaminstalldir>\steam.exe -applaunch 22330
If you want to load without using Steam:
- Backup or rename OblivionLauncher.exe
- Rename obse_loader.exe to OblivionLauncher.exe
- Launch OblivionLauncher.exe to play the game.

I bought the Steam version with the recent sale, so I can better debug steam issues
