Try to roll back the version of numpy, such as version 1.16.2.

another way to solve this :
data_dict = np.load(data_path, encoding='latin1').item()
should change to
data_dict = np.load(data_path, encoding='latin1', allow_pickle=True).item()

uninstall scikit-learn. uninstall numpy. install numpy==1.16.2. re-install scikitlearn. BANG !
