compile error about rotated_iou HOT 2 CLOSED

em... I think the problem comes from this error:

utils.h:12:73: error: ‘TORCH_CHECK’ was not declared in this scope

TORCH_CHECK should be a macro provided by Pytorch and is only available in relatively newer versions. So I think your environment probably doesn't have the proper version of Pytorch. Can you check the version of Pytorch by running this in a new script?

print(torch.__version__)

I've only tested my code with Pytorch 1.5. So if your version is older than 1.5, just install a 1.5 version and try again.
