No idea. I've done nothing on cgos, but as KataGo is freely available there's nothing stopping anyone else from doing so on their own.

This KataGo bot has a clear performance problem: I tested KataGo 20b at 3200 visits on my config (with 16 threads) and it is on par with LZ230 at 1600 visits. Here on the CGOS site, it is ~200 ELO below LZ230 with only 400 visits: there must be a problem somewhere!

No, I have not been running anything on any server besides OGS. I know that petgo has been running petgo on KGS, it would not be surprising if someone else was also running KataGo somewhere else.

"BaldeEagle" on FoxGo is FineArt（绝艺 / 絕藝） witch is a strong AI from Tencent and may have been learning a lot of architecture from the KataGo paper.
