Which image are you using? Did you built it yourself?
Try changing the used image in .yaml file for example to the official production image: ligato/vpp-agent.
The error message Error loading core: plugin GoVPP not completed before timeout. means that the VPP is not running and the connection through binary API timed out. Can you see if the VPP process started properly in the container log?

I have been using dev_vpp_agent image which I build myself. Changing the image to prod_vpp_agent resolves the supervisord issue and I got the k8s setup working! Thanks for you input. Hopefully this issue would be resolved while running the dev_vpp_agent image very soon :)
