I'm now creating a test build with HAVE_STRTOI64 option enabled manually. By the look of it, this seems important, and not enabled by default when building using makefile.m32.

This fixed it. So the root cause was that I was using makefile.m32-based build, which doesn't automatically enable build flag HAVE_STRTOI64 and I didn't enable it manually either when upgrading to 1.7.0.
Fix landed here: curl/curl-for-win@204b0b0
New binaries will be ready in 30 minutes.
