Ya, I've noticed that too. The grid_sample and deformable_conv implementation have been laid in the TODO list for a long time, still have no idea how to do that...
There are actually some implementation of the DCNv2 like RuaHU/keras_DCNv2, but it is much slower than the CUDA one. That DCNv4 is much harder...

Happy you have it on the TODO list, but I can imagine implementing custom CUDA kernels is quite a hassle.
Will close this issue for now, maybe the DCN kernels will become so popular they will be supported natively in CUDA in the future.
