This should be resolved by the ForceBalanceLogger class added in 85d8c76, along with changes in 5d4ad61

I adjusted the package level logger so that if no handler is specified, a RawStreamHandler writing to stdout is created. This handler is removed when the logger's addHandler function is called, and recreated whenever removeHandler removes the last handler. This way you don't have to explicitly assign a handler in your external scripts, we don't have to add it to every single module, and the default handler won't get in the way or cause redundant output when additional handlers are specified.

I also had to move calls to getLogger("forcebalance") until the end of output.py since the ForceBalanceLogger class has to be defined before instantiating it.
