I gave it some more thought, and think no changes to the core action system are required. The mentioned changes would be rather involved and would increase the complexity of the whole system. I Think instead a simple pattern can be used to solve both issues:
Actions and handlers can take action bindings as an input, and simply call another action using these retrieved bindings.
This way if you want to only target 1 of multiple parent actions, you can simply create a handler for that parent action X, which takes action bindings B as an input. Then when the action is executed, it can execute X on the bindings B, and forward its result.
This same approach then also allows a new action to reuse bindings of already existing actions.
I will create some additional tooling for this pattern, but it doesn't require a dedicated task. So this task will be closed.
