From what I’ve heard, Cyrillic is only used in text contexts, e.g., \sin or explanatory subscripts. Except for U+0428 Sha (Ш), which is sometimes used as a special symbol, i.e., non-italic.

Does Cambria Math have any special entries for Cyrillic at all in the MATH table?

Nope, Cyrillic maths isn't recognised by unicode. However, I've been led to believe that Cyrillic is occasionally (or has in the past) been used directly to represent objects in mathematics; from cyrguide.pdf:

When typesetting Cyrillic texts, there is a tradition of using Cyrillic letters
(in some situations) within math formulæ, in exactly the same way as most of
the world uses Latin letters.

I’d wait until some user had an actual need for Cyrillic, then. No need to implement it if there’s no demand, and only someone who actually needs it can tell you what the conventions are.

The letter Ш is also used in Western mathematics, e.g. for denoting a Dirac comb. See http://en.wikipedia.org/wiki/Sha

In such cases is it usually typeset upright or italic?

The only source I've found right now (Wolfram MathWorld) typesets it upright: http://mathworld.wolfram.com/ShahFunction.html

This can now be achieved with \newmathfontface and using plain old letters. If need arises in the future we can add \mathcode switching, but I doubt it's necessary for the time being.

Cyrillic letters are not used in pure mathematics, but in the economic calculations, they are quite common.
