It would be great if the check was a bit more granular: I think it is quite common to e.g. have requests for efficient scheduling but not have limits.

Yes I see the limit is not something that people are always using but this can only happen in strict mode or by enabling with flag or we can just ignore it. I'm not sure honestly on the affects of it and how many repo and people are using it so we may need to make the least affect on those
