skopeo-linux-ppc64le binary isn't available about kubespray HOT 7 CLOSED

By checking the release page of skopeo, you will find that ppc64 architecture is currently not supported.

I'm unsure if an alternative is currently available for the ppc64 architecture.
If you can find one, you can switch by overriding the skopeo_download_url.

We did further investigation, and found that ppcle binary was never supported on lework's repo. Not sure how we end up using the URL link which never exists for ppcle64. :( We are facing this issue only in case of crio runtime and ppcle64 arch.

while this topic seems to be outside the scope of Kubespray, I can offer some suggestions.
you could consider compiling Skopeo or obtaining the binary from a third-party image.
then, upload the binary to a file service, obtain the file's URL, and update the skopeo_download_url with that URL.

certainly, you can also contribute code to the skopeo-binary project to improve support for the PowerPC architecture.

Meanwhile support for ppc with crio runtime would be broken in kubespray.

@ErikJiang we got the support for ppc binary but those are available with v1.15.0 only so raised a PR to have skopeo version updated with the same, please help review #11044.
