#187 had dependency on this now, as there's logic code like:

for _, cluster := range clusters.Items {
                        if reflect.DeepEqual(clusterv1.ClusterStatus{}, cluster.Status) {
                                return false, nil
                        }
                        if cluster.Status.ProviderStatus == nil {
                                return false, nil
                        }
                }

we need implement this now

This is not necessary to create a kubernetes cluster based on current understaning of related logic. So, make it lower priority in my candidate task list.

I will work on it if it block basic kubernetes deployment case.
