It's intended. The stock DV calcs won't run for those vessel types (check is in VesselDeltaV.Create()).

And I don't think that should be changed. The stock DV code instantiate a lot of stuff and perform a lot of initial setup code (and runtime code).

In the case of debris, the performance overhead would especially visible in already stutter inducing situations, when a lot of debris are instantiated (decoupling / collision events).

As for the science vessel type, the issue is arguably that you are allowed to select that vessel type, which is technically supposed to be reserved to the breaking grounds surface science things.

So TL:DR : this is extremely minor, and I think that making the DV calcs run for those vessel types would do more harm than good.

Ok. I selected the science thing because I didn't find anything better for a planetary base. I wish there was a Base icon.
