Thanks for reporting. It is indeed strange - maybe some Suhosin defaults are different between those distros? You can also try with other payloads (they are in separate txt files), but I suppose the Debian version is already protected.

Yes, I've tried with every payload. It's so strange because according to the chaos communication congress talk (http://www.youtube.com/watch?v=R2Cq3CLI6H8&list=PL392D4185A35E8F3C&index=31&feature=plpp_video) php didn't fix this "bug" and, looking at the built date, debian version is older than ubuntu's one... Maybe as you've said, defaults are different in the versions (max request length or max parameters in the post) fixing it a bit (but it's not the solution as they say in the talk).

I was confused by the same thing. The Debian php5-suhosin package has a default setting

suhosin.post.max_vars = 1000

...so the I'm guessing the bucket can never grow large enough.
