Mostly because it is not tested on lower. I've got no idea what kind of ruby is installed on those versions, and if changes to config files happened. And if I compare mountain lion to mavericks, I think this is quite a lot.
But apart from the go script, you should just be able to try it. Install Xcode, Clone kitchenplan in /opt and run it ./kitchenplan. If it works you can always send a pull request to change the limit in the go script, but I will not be able to support it in any way.
